The article goes on to say that the Americans are using the Taliban and some group called OMIN as agents, which I highly doubt, but the "psychological warfare" estimation is right on.

MOSCOW, February 1 (Itar-Tass) -- The United States is waging a psychological war against Iran, the Iranian ambassador in Moscow, Gholamreza Shafei has told Tass in the wake of media reports U.S. commandos have been gathering information inside Iran on likely targets.
