So he's basically just said that the Iranian president has no actual power, and that the entire government's a farce, because it's the moolahs that make the rules.

He's right. It's up to international law, treaties, and the United Nations (in theory, at least; the theory being that the U.N. actually accomplishes anything) to decide which countries need nuclear technology. Iran has enough fuel to power their nation well into the future, and they have a history of violence and terrorism. Their development of nuclear technology is in direct opposition to treaties and laws that they are subject to.
The spiritual leader of Iran, Ayatollah Ali Khamenei, has warned the United States to stay out of his country's nuclear programme.
Speaking on a tour of south-east Iran, Ayatollah Khamenei said the US was arrogant, rude and deserved a punch in the mouth.
He also said Iran's presidential elections in June would not make any difference to its nuclear policy.
The US has expressed fears Iran is trying to build nuclear weapons.
